What an EICR Actually Is
An Electrical Installation Condition Report is a test of the fixed wiring. Every circuit on the consumer unit, the sockets and lights I can reach, the earthing and the bonding. It is not a quick look around the board. I use test instruments and record insulation resistance, earth fault loop impedance, RCD trip times and continuity.
You get a digital certificate with codes: C1 (danger present), C2 (potentially dangerous), C3 (improvement recommended) or FI (further investigation). For a rental, the report needs to be clear of C1 and C2 to count as satisfactory.
What an EICR Costs in Hemel
These are the fixed prices I charge. No hourly rate, and no admin fee to send the report.
1 bedroom: £80. 2 bedroom: £130. 3 bedroom: £180. 4 bedroom: £230. Five bedrooms, an HMO or a commercial unit: call and I will quote it before I come out.
That includes travel in Hemel, the full test, the certificate emailed the same day, and a plain-English walk-through. If something needs fixing, I price the remedial work before I start it.
Landlords and Letting Agents
If you let a property in England, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require a valid EICR at least every five years. You also need one at the start of a new tenancy when the current report has less than five years left. A copy goes to the tenant, and to the council if they ask for it.
Agents in Hemel want a proper FRM report. Mine is signed under NAPIT registration 81930, which you can check on the NAPIT register. Dacorum is no different from any other council on that point: they want a competent person and a satisfactory certificate.

What I Usually Find in Hemel Houses
Hemel is not one type of house, and the report tends to follow the street.
HP1 Old Town — the High Street, around St Mary's, the older conversions — is where I most often find wiring that has been added to over the years, and boards with no RCD on some circuits. Missing RCD protection is a common C2.
HP2 — Adeyfield, Bennetts End, Highfield — is New Town housing from the 1950s and 1960s. A lot of those houses still have the original fuse board, or an early MCB board with no RCD. The sheathing at fittings can be tired as well. A consumer unit upgrade is often the job that clears the C2, and I can quote it while I am there.
HP3 — Apsley, Boxmoor, Leverstock Green and the newer waterside flats — is usually in better shape. A rented flat still needs the five-year certificate. A full rewire is uncommon here. What I see more often is a kitchen or loft that was altered and never certified.
I will not recommend a rewire just because the house is old. If one or two circuits are the problem, a partial rewire is the honest job. If the installation as a whole is finished, I will say so after I have looked, and quote a full rewire from the survey.
Same-Day Certificate
I text when I am on the way. We walk the house first: consumer unit, sockets, anything outside, and the loft hatch if there is one. Then the power goes off at the board while I test circuit by circuit. You can stay in the house. I do not need you watching.
I block out a morning for a typical three-bedroom Hemel house so the test is not rushed. A one-bed flat is shorter. A larger house, a loft conversion or an outbuilding takes longer, and I will say so when you book.
Straightforward remedials — a missing bond, a damaged socket, sometimes a small C2 — can often be done on the same visit once you have agreed the price. A consumer unit change is a morning's work on its own. I will not start that unless we have agreed it.
The certificate is written on site and emailed before I leave. Same day. If you are a landlord, that is the file you send to the agent.
